Hey y'all, I've done a great job of avoiding essence armor. I always figured I'd get around to it eventually. Anyway, I've been doing some research, and trying to come up with the MOST SIMPLISTIC way to figure all this out, and think I've interpreted all this info into a pretty easy guide, with NO MATH! LOL
Here are the different ratings, what caps there are for each (if any), and whether there are diminishing returns after a certain point. Finally, recommendations as to what values to shoot for.
As a general rule, everyone is going to need to max their mitigations, and, for levels 106-120, get some Finesse!

Finesse is great 105 and under if you're doing T2 instances or killing mobs which have resistances and avoidances. Finesse decreases an enemy’s resistances and avoidances. If the mob you are fighting has little to no resistances or avoidances, then Finesse is a waste. Here’s the problem, T2 mobs do have resistances and avoidances. Furthermore stat ratings are factored against on-level opponents, but T2 mobs out-level you. This means they are more likely to resist or avoid you. If the mobs you face are resisting/avoiding your attacks, Finesse Rating reduces their chance to do so.
However, all this changes when you get to level 106!!! Everything 106 and over is a whole new ball game, and you're going to need Finesse. A lot of it! Shoot for 20-30%. Tanks'll need it too, because 106+ mobs have some good resistances and avoidances!

You do not get a lot of bang for your buck with Outgoing Healing. It's an awful curve. Not recommended.

Shoot for about 10% for Full Avoidances (140,625). That looks like a great number for all 3 BPE categories.
Also, add another 6,840 onto these numbers for T2/T3.
Tanks, get your BPE as high as possible!
Unfortunately, the curves on BPE aren't great, so you don't get much bang for your buck. As close to 200,000 as you can, is best!
Mitigations – 40%/50%/60% Caps (need additional 11,536 to get to cap on T2 instances)
In this table, I'm not even showing anything less than cap, because you need to get to your cap! This one's super important!

Updated with U23 changes! Level 105 and 115 stuff has been modified, and level 120 stuff has been added. Special note - Might, Agility, and Will now give WAY less Mastery points!
